It must be realized that excellence is the “state” of success and excellence that the organization desires to reach in order to provide its products and services in a way that achieves the aspirations of all parties, and makes it more effective and efficient in achieving the goals for which it was established, and thus its “superiority” over others. When we establish a department for excellence, we seek to achieve this state of excellence across the entire organization through a set of functions; As these functions are no more than means to achieve the goal, “a state of superiority.” Work is being done to establish these functions in a way that ensures integration and interconnection between all parts of the organization. It is “activated” by instilling values, teaching skills, and strengthening institutional capabilities to reach the goal in a gradual, planned and organized manner that is then developed.
