Distinguishing Between Goals and Means in the Context of Excellence 

Differentiating between goals and means is one of the key concepts in the field of excellence. Equipping oneself with this understanding creates a qualitative shift in thinking, planning, change management, and transformation.Organizations in their entirety—governmental, private, and non-profit—along with their plans, organizational structures, various functions, and all who work within them, are essentially means. This is the first level of general understanding.At the operational level, support departments in particular can be considered means to the means. These include departments such as excellence, planning, quality, technology, project management, human resources, finance, and so on.This perspective grants us a broader scope for thinking, acting, interacting, communicating, making decisions, and responding to changes. It also reduces our tendency to cling rigidly to certain means, no matter how advanced they may be.For this reason, states continuously review the first level and make adjustments such as abolishing, merging, or separating entities as needed.Conversely, this concept clarifies for us the overarching goals and ultimate purposes at the societal and national levels. Through this lens, we can better grasp the bigger picture and the true purpose of having organizations—and why we strive for their excellence.
